With the entry into force of energy account  decree has been promoted an incentive program dedicated to the production of electricity using photovoltaic systems.

The decree, which entered into force on 19 September  2005, establishes the possibility of using incentives for the construction of photovoltaic systems to be disbursed in "energy account", selling all the electricity produced by its plant directly to GSE (electrical services manager) at an incentive price.

Under the terms of the Decree of 19/02/2007, published in the Official Gazette, the main features of incentive  mechanism  are summarized in the following points :

• the subject requesting the payment of incentive rates who is responsible for the PV plant is called "responsible subject" of the PV system;
• can benefit of incentive rates, as responsible entity of the photovoltaic system, natural persons, legal persons, public subjects and condominium units and / or buildings;
• nominal power plants must be at least 1 kW;
• the incentive request should be sent to the GSE only after start-up of photovoltaic systems;
• rates are classified by size and type of installation, with the aim of encouraging small applications architecturally integrated into buildings or structures;
• it has been introduced a premium for photovoltaic systems combined to energy efficiency in buildings.
